Nope, Jason is thoroughly unskilled in both areas!
◎ Personality:
Jason is, at heart, the classic down-home Southern boy, born and raised. He's lived in the small town of Bon Temps, Louisiana his whole life, and even though his life wasn't exactly normal, since his parents died in a car crash when he was rather young, and his sister seemed to have been gifted (or cursed, depending on your view) with the power to read minds, Jason's life was typical, and even good otherwise. His grandmother took Sookie and Jason in, and he grew up in a house full of love, and while Jason the brightest apple in the drawer (that's how that saying goes, right?), he did pretty well for himself by his town's standards. He graduated high school as the star quarterback, and though he didn't get the college scholarship or NFL contract he was hoping for, he still managed to get a steady construction job, have his own house, and of course, have lots and lots of sex with lots and lots of women. It's not his ideal life, but he was pretty content, all things considered. He was on a pretty typical, unmotivated track, and he was content with that.
At least, until a vampire moved into his town and started to romance his younger sister.
This event really sets the tone for Jason's development in the series, since despite being one of the few characters with no extraordinary abilities or secrets, Jason is the one that develops the most, starting out as a dumb, sex-crazed, and ignorant moron, he at least develops into a more compassionate, responsible moron.
At the start of the series, Jason is, to put it simply, immature. He's in his mid-twenties, but he's still living like he's a teenager given the opportunity to live on his own. He works in a pretty much dead-end, manual labor job, goes to the local bar every night, and usually ends up taking home a different girl every time he goes. While Jason holds steady girlfriends sometimes, it's never for long, and he has a reputation for how many women he's slept with. He's attractive, friendly, and charming in the way that a dog is, since he's earnest and fun, but not exactly bright. His intelligence really comes into question, for example, when he believes that he's responsible for a series of serial murders in his town, despite having no memory of any of the acts. When the police explain the situation to him, he basically just admits "well, it sure does sound like I did it, so I guess I did." He's a simple young man, and he doesn't tend to think about anything deeply, which unsurprisingly, tends to work against him.
Jason is also a rather closed-minded and stubborn person, and though his opinions on a matter can change, it tends to be over quite dramatic events. For example, vampires in True Blood are an extremely ham-handed metaphor for homosexuality, from "coming out of the coffin" to the derogatory terms for them, such as "fangers." So with this in mind, Jason is also your stereotypical Southerner in this sense too. He's highly prejudiced against vampires in general, being disgusted enough by a girlfriend hooking up with a vampire that he broke off his relationship with her and insulted her. However, Jason's viewpoints are continuously challenged with things such as his sister starting to date one from being responsible in part for the murder of a vampire that he began to empathize with. These are all pretty drastic events, but it does show that Jason's opinions at least can change, since by his canon point, he's much more tolerant, though not without fault.
And with these two traits combined, unsurprisingly, Jason is also a person who is very easily led. He doesn't tend to think too hard about anything, especially if it goes along with his viewpoints, so he comes off as almost naive in some respects. He joins a cult-like anti-vampire Church because the leading pastor is charismatic, for example, though all of his troubles tend to stem from Jason being led by other people. He's a follower much more than a leader, though he may think otherwise.
So with all of these traits combined, he seems like something of a waste of space, but Jason does have a very good heart. Jason is the kind of person that may not be a great person, but he wants to be, especially at his canonpoint. After going through a lot of loss and trying to deal with it in a way that isn't healthy, Jason finally decides to makes something more of his life, aspiring to be a police officer. While what led him there is not exactly noble (uh, at all), Jason's intentions at the very least are. And with his development at
thecamp, he's effectively moved a little further on in his character development towards being a much better and well-adjusted person.
Jason, after all, is a person that is compassionate and wants to protect others. When he was a boy, he protected a family friend from her drunk mother, and this sense of wanting to protect other people is what led him to want to be a police officer at all. He may seem flighty, but Jason does deeply love the people around him, family and friends alike, and will do whatever he can to make them happy, though he's not always good at it and is occasionally blinded by his own selfishness. He's not perfect, but he really does try, and with the events of his CRAU, he's become even more dedicated to this cause.
After all, in
thecamp, Jason got to become a real detective after all, taking on the Mafia role of the Detective, but he also quickly had his illusions about being a police officer or detective shattered as he realized just how much peoples' lives were in the balance with his decisions. He took the role very seriously, since he wanted to protect as many people as he could, and even prayed for the people that were both killed and were executed for killing others. In terms of canon, his time at
thecamp essentially pushed him a season or two ahead in development, since by this point, he's much more compassionate, responsible, and willing to ask for help, especially since
thecamp ended with his death when his role was found out.
And overall, it's Jason's bonds with other people that truly drive him and are central to his character. He's not perfect—far from it, in fact—but by this point in his life (and second life, at that), he's come to understand this a bit better about himself. He knows he's not smart, and he knows that he can't do everything alone, so he relies on his friends and family in equal parts. He's a very loyal, dedicated friend, and he's very compassionate and friendly as a whole. It's not hard to see why Jason was well-liked with his natural charisma, but at this point, he's finally growing out of his immaturity and starting to take his life more seriously.
He's still really dumb, though, bless him.

Jason is an absolutely normal human, so he has no extraordinary powers of note. If anything, he's fair in a fistfight just from years of hanging out in a bar and having the kind of personality that will get him into fights. He's also not a bad shot, but he's never been officially trained with a gun, and is more likely to have learned to shoot recreationally.

Hoyt had asked him, once before, what he would do if he only had 24 hours to live. It's the kind of thing Hoyt tended to just talk about, when he got really drunk, and at the time, Jason had laughed, shoving his shoulder. He'd told him some bullshit answer, like he'd want to screw every hot girl he could, maybe even a porn star, do something crazy, like go skydiving, then drink all the best shit he could until he passed out, because Jason had always imagined that's the kind of end he wanted.
Yet... It had come a lot differently than that. He had died, been murdered, just because of some fucked up game. He wasn't really mad about that, though. He'd decided early on that he wasn't going to blame anyone, especially when he found out it wasn't really their fault anyways. It was coming back briefly, knowing that it's exactly what Hoyt said, and he knew right away that he didn't want to do any of that stuff he had talked about. It was probably the most mature thing Jason Stackhouse ever did, to realize that there were more important things to say and take care of, and that was...
Well, it was painful. Enough that he wanted to scream and punch the shit out of something until his knuckles were bloody, saying it wasn't fair, that he didn't deserve to die so young, but... Everyone had their end. Even Gran, the nicest woman in Bon Temps, had to die one day. Jason wasn't as good as his Gran, he knew that, but when he had come back, he'd thought about her, tried to have some of her grace.
And that's all he can think about, when he's in the meeting. He's not really paying attention to what the researchers are saying, because even that fucked up shit he'd gone through to get here, that had been a distraction. Now it has to sink in all over again, that he was—
Well, he's not sure if he's alive.
He clenches and unclenches his hands, pinches his arm with a soft "ow" when it does, in fact, hurt. Everything about this tells him he's alive, and because he's not paying attention at all, it doesn't make sense. Though actually, even if he was paying attention, it wouldn't really make sense to him. He's in a daze, trying to think, as hard as he can, how this would happen. Does this mean he did something great, and he's back to do something? Or is he just a zombie? Because, well, he doesn't feel like eating someone now, but you never know, things change fast in the movies, so—
"Mr. Stackhouse?"
A voice draws him out of his thoughts, and Jason starts, looking up at the researcher with a lost, confused sort of expression.
"Uh..." he starts dumbly, but corrects himself, "I mean, yes, sir?"
"Have you been listening at all? This is very important."
"What? No, yeah, I mean, of course I have..." Jason looks up to the presentation, being reminded of high school in the worst of ways, then tries his best to fake that he's been paying attention. "I mean like, right there, you're talkin' about somethin' from the Matrix. I saw that movie, I got it."
The researcher rolls his eyes as Jason sits back in his chair again. In other circumstances, Jason might apologize, but...
He still had more to process first.
◎ Is your character retaining any previous game memories?
Yes! Jason is coming from the short-term, mafia-styled gamethecamp. This game worked like your typical Mafia party game and was set in a summer camp. In the game, a few different characters had roles. Those that killed in the game were called Vengeful, and every night in the camp, someone would be killed, and during the day, it was up to the living campers to determine who the killer was. There were also two additional roles, the Doctor and Detective, who were able to pick a person to save if they were targeted that night and to investigate a person to find out their role respectively. And as luck would have it, Jason ended up being the Detective.
He was actually pretty well at the role, with the help of some other people at the camp, even though ultimately, Jason did get killed towards the end of the game. Overall, the effect that the camp had on Jason is comparable to how Jason's personality changed in the one year time skip in the show. He's more mature and responsible now, having to take the role of Detective as well as the deaths around him very seriously. Even with his own death, he came to (mostly) accept that when it came, being glad that he got to help people. He grew in the course of the game to be a bit of a better-rounded person, but since the game only took place over about two weeks IC, it's not infallible, and he's likely to show his familiar selfishness and immaturity from time to time as well.
